This is a very tough call. All of the combinations are extremely hard to pick one over the other. I would say maybe Chattanooga and Knoxville have an upper hand. Greensboro and Winston have the advantage in that they actually constitute one area.

Greenville-Columbia: $54.9 billion
Chattanooga-Knoxville: $50.4 billion
Greensboro-Winston Salem: $55.1 billion
Savannah-Augusta: $31.0 billion

LOL, those figures are from 2008, which is the latest year available for metro GDP's. I wouldn't expect the GA metros to catch up to the others within the last two years though.
