The borders of these two neighborhoods are not clearly defined.

The boundaries of Lower Manhattan are normally defined by 14th street on the north and goes south to the NY Harbor. From east to west Lower Manhattan goes from the Hudson River to the East River. Also, Midtown Manhattan goes from the Hudson River to the East River, but it's boundaries are 15th street to 59th street. However, the main core of Midtown Manhattan starts at 31st street and then goes up to 59th street.

If Midtown Manhattan starts at 15th street then it's more important than Lower Manhattan to me. However, if the boundaries for Midtown Manhattan start at the core of midtown, which is 31st street then Lower Manhattan is the more important financial hub.

How so? I define Midtown anything north of 34th Street and south of Central Park. I still think that packs a powerful punch. Not only is Midtown a much larger CBD than downtown, but more investment banks and other financial services companies are HQ'ed there, as well as the United Nations (which is Int'l territory, but still...)
