Me personally I've driven through there to get home for winter break, and been through there and gotten lost etc. Very desolate town. I know some people who are from there but moved out (never visited them), never had any business to do there. I'm not here to bash or down a place but I'm just calling it how I see it.
In my opinion:
I'm going by metro area, not specific city
1. Baltimore
2. Chicago (because of Gary)
3. Detroit
4. Philadelphia/Camden
5. Saint Louis
6. New York (East Orange)
FYI: Atlanta, GA was the first city in America to build & open public housing projects (Techwood Homes), even before New York City's First Houses projects. Techwood opened in 1935 just before First House. And in 2009, Atlanta became the 1st city of it's size to tear down ALL public housing projects inside the city limits. Gary is no more a part of Chicago than Flint is a part of Detroit.
Saint Louis - it has East Saint Louis, IL, across the river.
On an abandoned road across the river from the Gateway Arch in a rental car, an elderly black man motioned me to lower my car window, and recommended that it was best to leave the area.

I've been through the really bad areas of Gary many times. Mostly just to explore the area and see it for myself. It wasn't scary, as most of it is just vacant land and empty buildings. There are no people. If you look at the census tracts, the central areas of Gary only have a few thousand people. Same with E. St. Louis.
The worst ghetto I've ever seen is downtown Detroit.
Lame. Downtown Detroit is not a ghetto.
