Seems like southern cities don't have a bedbug problem.

It's a huge problem. It certainly is not limited to cheap hotels. I heard there were bedbugs at the Waldorf and the Sherry Netherland in New York, but I would expect that the staff at the nice hotels to be better at dealing with the problem.

The problem DOES exist in Southern cities, but since you have more "international" cities in the North/Northeast in terms of the number of international travelers/visitors/residents, you tend to hear more about it. The problem is spreading however, and eventually you'll hear about it even in the smaller cities.

not surprised at all that Detroit made the list and is in the top 3. Bedbugs are getting out of control here! the news recently did a segment on the bedbug problem

Besides Los Angeles, every city on the list has months on end of long and ever ending winters. There's a pattern to be told.

I noted that as well. I wonder if the bedbugs somehow thrive in colder climates. I wonder how one could find out about any problems with them in Mexico or other warm-climate locales.
