These two cities imo are slightly underrated. Both around the same population, and both have great things to offer.
Education: Tulsa University out rank all of Fresno Universities and Colleges and Tulsa has a very elite Magnet Junior High School and High School who are ranked among the United states best.
More family-oriented: Both cities are family orientated as they are not on the United States most dangerous city list , however Fresno has a very high unemployment level and that's a negative for any family.
Location: Fresno finally wins one it's 55 miles from Yosemite National Park and 55 miles away from the second tallest mountain peak in the United States.
Scenery within the city: Fresno barely even has a hand full of skyscrapers whereas Tulsa pound per pound has one of the most impressive skyline in the United States.Tulsa is working on it's riverside park area by building low water dams that will keep the river channel full year round.Tulsa has the BOK Center which is World Class.
Scenery around the city
That's easy Fresno blows Tulsa out of the water within a easy drive is ski lodges and Yosemite National Park and the second tallest mountain peak , Mount Whittney which is a easy 55 mile drive away Fresno has potential of beating Tulsa as a tourist spot and resort if it gets off it's Derriere and build a Downtown Canal/Entertainment District , and build some downtown resort hotel that cater to the Yosemite National Park/Mount Whittney treasure located near by.

Get on the entertainment/canal district downtown and start some tour bus/trains to Yosemite and Mount Whittney and near by ski lodges.
