Economy= DC. DC has the federal government behind it so is hardly hit by recessions, and has a huge bio tech and IT industry in the region.
Things to do= Pretty equal I would say
People= Depends on the type of people you like. San Fran is very relaxed and chill, DC has a lot of wealthy high educated young adults who are hard workers.
Diversity= Probably DC because of all the embassies in the area, but could swing both ways.
I currently live in DC, and have friends in the Bay Area. Both are great but you will like different ones based on personal preference. For me I would say DC.
