Quality of Life: Cleveland
Cost of Living: Cleveland
Transportation: Cleveland
Nightlife: believe it or not, Cleveland. Vegas mainly caters to clubby types or cheesy casino entertainment. I'm not into either, but that's me.
Urban Core: definitely Cleveland, since Vegas has no urban core.
Safety: probably a toss-up, but I'm going with Cleveland here.
Things to do: depends on what you're into. Too subjective.
Access to outdoor activities: Cleveland for water activities and woods. Vegas for mountain hiking.
Ethnic diversity: probably Cleveland, though Vegas has a larger Asian community.
EDIT: I somehow just now saw the DC part of the deal, so with that in mind... DC in every category except COL, safety, and outdoor activities.
Quality of Life: Vegas ... You get about 300 sunny days a year and only three months of tough heat. In Cleveland and DC, you've got rough winters along with hot, sticky summers. Vegas is also surrounded by mountains with state and national parks within them.
Cost of Living: Vegas ... Out of the three, Nevada is the only one that doesn't have a state income tax. With a wage that high, that is a massive benefit. Las Vegas is also home to property taxes UNDER one percent and houses that are very new and very affordable.
Transportation: Vegas/Cleveland ... While DC has the Metro option, driving in DC/Baltimore is a nightmare. Vegas' freeway system is newly updated and flows very well.
Nightlife: Vegas has everything for every type of person... It what the city does. Ridiculous amount of theater options, stand up comics every weekend, great sport books to watch the games at, clubs ranging from world renown to easy going and chill... Endless dining options. Best part? Locals discount on pretty much everything.
Urban Core: Cleveland ... DC's area is kind of spread out and Vegas doesn't have much of a downtown area that most cities do.
Safety: Vegas ... North Las Vegas is kinda sketchy and the east side has been forgotten... But the entire west side along with it's massive suburb Henderson are very, very nice. If you look up cities over 250,000 people, you'll notice Henderson ranks as the safest city in America.
Things to do: I would go with either Vegas or DC... In DC you have all the history to explore SMS fun artsy districts... In Vegas you basically have whatever you want. When it's 110 outside, you can take a 40 minute drive to Mt. Charleston where it is always 30 degrees cooler. Lake Las Vegas and Lake Mead provide waterways to explore by hiking or boating. Nellis Air Force base and Las Vegas Motor Speedway host multiple aircraft events each year as well and multiple race events at the speedway as well. There are great concerts always stopping in Vegas. MGM is building a brand new 20,000 seat arena (100% privately funded) that will draw in extra events as well as the possibility of an NHL team.
Outdoor Activities: there are four National Parks within a four hour drive of Vegas (Death Valley, Zion, Bryce Canyon, Grand Canyon) as well as several state parks within a one hour drive including Red Rock Canyon, Mt. Charleston and Spring Valley Ranch. Outdoor activities can be enjoyed about 300 days per year.
Ethnic Diversity: Definitely Vegas. It is very balanced... There are three races on my block alone and we live in a nice gated area. The neighborhoods are pretty quiet because when people wanna party, they just go down to the adult playground (aka the strip or Fremont) to do it.
FYI, Wife and I are your age and from Wisconsin... To give perspective
Hope this helps!

Cleveland is the best out of all. Vegas is a resort town, so that's a definite bust. D.C is more of a governmental old people historian crazy person type of town. Cleveland has it's neighborhoods that are quiet and fancy with huge historic mansions, and lively neighborhoods with younger people and endless bars and restaurants and nightlife. Cleveland above all.

I've been to all 3 cities, although not for long stretches of time. The previous poster was definitely exaggerated a little when it comes to Cleveland... lol Hey it does have Lebron James though.

Making close to $200,000 in Washington D.C.? Is this even a debate? Unless you are about to list New York or San Francisco, I don't know many places that would win this argument over D.C. with the salary. The main knock on D.C. is the cost of living which you wouldn't have to worry about.

Vegas is always a no for me. I'd probably go with Cleveland.
