White people in DC are homogeneously upper middle class or wealthy. White natives in DC are very WASP White. Preppy New England types who have jobs as high paid lawyers, desk jockeys, government workers and other highly educated or skilled White collar professions. In the DC Area, you have kids who are groomed to people of influence and affluence making at least six figures a year from the minute they are born. In DC, you have 24 year old kids making six figures and driving brand new Range Rovers.
In Baltimore and Philly, most native Whites are working class or lower income aside from a few yuppies who live in the relatively small wealthy downtown districts. Whites in Baltimore and Philly are often much more "ghetto". Take a trip to South Baltimore and see all the scary heavily tatted tough White dudes living in places like Lansdowne, Pigtown and Brooklyn.
My only issue with this is that that "small" area is in and around CC is ~ 50% the size of either Baltimore or DC. Throuw in places like Manyunk and Chestnut Hill etc and it gets larger. Philly is changing but still holds on to its roots in parts of South Philly and especvially the NE and far NE
I lived in DC and am from Philly originally, while I agree with much of this I think you under-estimate the significance of the size of the white collar Philly populaation. I alos agree that Philly has a far more Blue Collar white segment than DC, will take your word it compares to Baltimore in this regard
As an aside, you might be suprised to know the area in and around CC (~300K including U City) has the third highest Bach degree ratio in the country (NYC and Chicago are ahead) at 67% and the highest post grad percentage 37% of any city for their DT in the country. If you combine Drs and Lawyers (DC for Lwayers alone) its far higher than DT DC. Now extened. The NW of DC is definately a different animal. Always felt like the Main Line of Philadelphia to me personally.
For the record on the whole I say Philly as opposed to DC in aggregate for this comparison.

Absolutely not. Now I've tried to stay out of this. But lets not get crazy. I can understand Baltimore not being known for having style though. They don't have the shopping options Philly has. Or DC for that matter. Now I know you don't want baltimore to be alone in this, but again, lets not get crazy.

I know you defend Philly ad nauseum, but it is what it is. And yes, people in DC have a better sense of fashion. It's more about how people wear clothes than what they wear.

DC doesn't have an ounce of the artistic energy and creativity of Philadelphia. And that applies to their music and their fashion.

That's not the point. Those people provide examples of Philly "swag" that inspire the dress of a lot of Philadelphians (and vice versa). I mean, would you rather just make a blanket statement about style in both cities without providing any evidence whatsoever? Pictures of celebrities that are from the city is more evidence than empty statements.

LOL. People were wearing t's and jerseys way before Beans rapped about it. I would give philly partial credit with the beards; Rick Ross and a hand in that as well.
On the daily grind, you will see a lot of guys in Philadelphia with the hoodies, the Dickies, and the bright-colored polos. But when it's time to go out and mingle, a lot of those same street guys will really look fly. Contrast that with DC where it's perfectly acceptable for "locals" to go out to Jasper's (or wherever they go) with the Jordan XI's, Shooters T-shirts, All Daz, etc.
You don't see locals out in DC with freshly razor-taped hairlines and fresh street gear. They are country bumpkins compared to Philadelphians.
