I would choose Baltimore. It's a more stand-alone city than Oakland is. Baltimore feels like a more complete city in my opinion.

I like Baltimore but prefer Oakland.

Never been to Baltimore, but it's on the bucket list and I think the comparison between the two cities is interesting. I do agree B-More is more of an "independent" city, while for many years (but not currently) Oakland has been in the shadow of not only SF but Berkeley.
