Do both Vancouver and seattle generally receive the same amount of rain year round? I don't like how seattle is super rainy now (October). I wish to maybe relocate somewhere that has a less rainy winter. I don't mind if it drizzles, but I hate this constant, hard rain. Would Vancouver be better? Also, does Vancouver get more sunshine than seattle?

Vancouver and Seattle have virtually the same weather, except that Vancouver is slightly colder throughout the year by only a couple degrees. The differences in weather are very negligible.
OP, there's little difference between Vancouver and Seattle. Vancouver rains a bit more and a little bit harder, gets a bit more hot/stagnant in the summer, but otherwise it's pretty much the same.

Vancouver is very nice with the added benefit of proximity to Portland but Washington´s lower taxes. Climate is not much different than Seattle.
