There are a lot of factors that go into the overall urban feel of the downtowns like Chicago or New York. for example the noisy trains on the L add to the sounds of Chicago. same thing goes to New York and their car horns and taxis. if you have visited either/both of the cities please rate the overall vibe/urban feel off of these categories

The downtown meaning Chicago's loop and New York's midtown.

The thing with NYC is, even outside of Midtown, there are many parts of Manhattan where you still feel like you're in a downtown area. The Flatiron district is an example of that. You're not in any particular CBD, but it still feels like the big, big city.
With Chicago, you pretty know when you're out of downtown and in the low rise neighborhoods of the city. It's simply just not as built up as Manhattan is.
Midtown still wins every category. Chicago doesn't even have a 'Times Square' like area that many mega cities have.
Midtown feels busier from a pedestrian volume standpoint. And the street level is more interesting (more stores at ground level). The Loop is more aesthetically interesting, Midtown is either just impressive or a bit gritty. The elevated trains, the bridges over the river with the skyscraper looming above and Millennium Park make the Chicago Loop more interesting from a sightseeing aspect.
The answer is NYC obviously. Anybody who debates that is a n00b.
