This question is only strictly about how they are viewed by outsiders, Which one is viewed more favorably in general and why?

Houston I think. I hear less negative things about the city. But that's probably because Dallas has more cache outside of Texas.

Dallas = uppity.
Houston= laid back.

If you want opinions in a nutshell from an outsider.

Dallas = sophticstion
Houston = southern

But don't get me wrong, Houston has just as much polish as Dallas. Dallas' is just more in your face. Dallas has zero southern charm to it, as to where Houston has it in spades. It's just big city southern, and there is nothing wrong with that.

Houston to me never had a reputation until I lived there. It was a pretty grey box for me.

Dallas on the other hand always had somewhat of a Texas larger than life reputation, as did Austin.

So it's more like Dallas embodies every cliche stereotype you think of Texas and Houston embodies nothing.

That being said, I like Houston more, much more. After living in Houston, I'd never consider living in Dallas, maybe Austin (if I were to live in Texas) but definitely not Dallas or her neighbor, Ft. Worth.

Most outsiders are intimidated by Houston because there is no organization to the city and the city lets things decay.

Dallas on the other hand is highly organized and tried to beautify everything.

Houston is rugged, Dallas is effeminate.

If they were people, Houston would be that plain Jane looking girl with an exceptional personality. Dallas would be a flamboyant gay male obsessed with fashion.

Houston is far more southern and friendly. It's also more international. Dallas is basically middle America with a large immigrant population.

Houston has better food. Dallas has better shopping.

You won't see many cowboy hats in Houston and especially not Dallas.

Houston is more libertarian. Dallas is more liberal.

As to which has a better reputation, Houston tends to be more polarizing. People love it or hate it. Dallas evokes less emotion. People are cool with it. Outsiders don't tend to love or hate it. Most like it fine.

Makes sense for Houston to be more libertarian. Even the development of Houston is libertarian.

As a Canadian I would say it's a draw but only because neither one has a good reputation.
I don't mean to be offensive but it's just a fact.

Sad but true. Being anything in Texas that isn't called Austin has a bad reputation outside of Texas or more conservative places. But frankly, at least as far as the large cities are concerned, its pure ignorance.
