I've lived in Orlando and Jacksonville and visted every major city in Florida. Each city has its pros and cons. I'm thinking of permanently relocating. Take in consideration my budget is limited 40k a year. And I would be moving there over night without employment already establised. If you were in this scenario where would go out of the 2 mentioned? (I have my own transportation )

Tampa is better, but either city would be fine on your budget. Tampa offers many activities and a good quality of life. Jacksonville does too, just less stuff.
If budget is concern Jacksonville as it is mildly more affordable to live there in a somewhat nice area and the city of Jax itself is closer to the beach than Tampa if that is important. Tampa as a whole offers more, but Jax, being in NoFla, and aside from that offers certain advantages in terms of being more historic, and also having a little more terrain/geology nearby, in addition to being closer to out of the state to explore other areas.
