Best U.S State Capital.
-Primary or at least Secondary Economical Area for State
-Education Center
-Center for Jobs and Jobs Growth
-Booming Population growth in its Metro or CSA
-Desirable to people within the State
-Desirable to people outside the State
-Aesthetically Pleasing (Pretty) Capitol Building

What's the Best or Most Desirable State Capital, Try to think Major Cities, for example you know Lincoln Nebraska is not going to match well with Nashville, Tennessee, Salem Oregon is not going to match well with Phoenix Arizona and so forth...

Boise, Idaho is absolutely one of the best state capitals. It is an incredibly desirable city to live in, the major economic center for the state. It has low cost of living, low unemployment and has been growing steadily since the 70s. The metro has handled fast growth fairly well, though there are always growing pains. It has alot of the qualities that make Austin or Portland attractive without alot of the downsides. (terrible traffic)
