I've been there a few times over the last few years and think it's a nice town. Their downtown is finally coming around, UAB is a big asset to the city, and the southside has great neighborhoods like the Highlands, Five Points, Mountain Brook and Homewood. I really enjoy it there.

I live in Birmingham and would put Richmond a little ahead of us. I don't know enough about Milwaukee to comment on where it would fall, but if bigger and more to do is what you are after, I would think the order would go Milwaukee, then Richmond, then Birmingham... though not huge gaps between them.
In 2009, the Crawfish Boil lineup included Katy Perry, Snoop Dogg, Jason Mraz, 311, and the All-American Rejects.
Do you really think that the Alabama Shakes and Widespread Panic surpasses that?
Katy Perry? ew, Snoop Dogg? older artists, Jason Mraz? eh, 311? eh, All-American Rejects? lol no. The stage energy looks like a snooze fest.
Alabama Shakes, Vince Staples, Run The Jewels, Odesza, Phantogram, Tycho, and etc. make better music. Sloss Fest is more for the Indie crowd.

Not saying that Richmond doesn't have a nightlife, but Birmingham's, personally speaking, seems more extensive with nightlife that serves various demographics, underrated imo.
As well as other nightlife options scattered across the Metro area. (Homewood has decent nightlife as well) Once TopGolf finishes, it's going to be a nice addition in Uptown.

Even if we restrict to only Millennials because that's what you said the type of person the city needs to attract... I can *CONFIDENTLY* say that Katy Perry and 311 have outsold all the artists you listed combined by a wide margin. I wouldn't be surprised if every one of those artists mentioned has EACH outsold ALL of the artists you mentioned.
As for "ew, Katy Perry"... you obviously haven't hung out around too many millennial women (or men for that matter) over the last decade. You know she performed the Super Bowl, right?
To give context, I have to admit, my impressions of Birmingham were painted in large part from early on in my youth, visiting family down there and in Tuskegee/Montgomery, Eufaula and Huntsville. And my recent experience with Bham has been overnighters for convenience. We never fly into Montgomery or Huntsville, but would either do Bham or ATL and drive the next morning. I was down there a little over two years ago, which is certainly long enough for dramatic changes to be going on. Nevertheless, the most important change I have seen in Bham make in recent years is the railroad park, hands down. You can tell there is more energy, but it is still Birmingham, AL.

It doesn't seem like you have ever been to Richmond or know enough about the city to offer comment on its nightlife. I know from personal experience that Bham's nightlife (while it is there and may be underrated) is not on par with Richmond. Demographically-speaking Richmond is a "younger" and more diverse city than Birmingham and the venues reflect that. There are more sophisticated offerings in Richmond, and I'll add, there aren't even any 5-star, five diamond properties in Birmingham. And honestly, TopGolf? TopGolf isn't nightlife anymore than upscale bowling is. It's certainly entertainment, but they're building one of those in Richmond too. Five Points is small in comparison to Carytown or better yet Milwuakee's 5th Ward. I have never been to Homewood, so I wouldn't know much to comment on it, but I imagine it is something like Petersburg, VA - away from the central core but with some good, underrated venues.
