I find it hard to believe that Phoenix trumps Atlanta in this category.
Phoenix's recent technology job growth rate beats Atlanta and Houston but there's room to grow as we're still not creating enough jobs for all the tech education taking place here. Atlanta has more tech jobs which makes sense as it's a bigger metro area, the rates of tech to total employment are about the same.
Economy: Houston
Weather: Atlanta
Location: Charleston
Things to do: Probably Atlanta
COL: Phoenix and Jacksonville
Shopping/Dining: Atlanta and Houston
Now that I've mused over it, I'd probably say that Atlanta, and maybe even Charleston have the best location, not Houston.
Not if you're a mountain lover, like me. Then it's Phoenix>Atlanta>Charleston>Houston.
And even for road trips to other major cities, Charleston seems pretty limited.
Charleston: 3hrs to Charlotte, 3.5 hrs to Jacksonville, 4.5 to Atlanta, 5.5 Orlando, 6.75 to Tampa.
Phoenix: 2hr to Tucson, 4.5 Las Vegas, 5.5 Los Angeles, 5.25 to San Diego, 6.5 to Albuquerque
If you love TN then Atlanta is the winner: 2hr to Chattanooga, 3hr to Knoxville, 3.5 Nashville, 4 to Charlotte, 4.75 to Jacksonville, 5hr to Orlando, 5.5 to Memphis
Houston: 2.5 to Austin, 3hr to San Antonio, 3.25 to Dallas, 5 hour to New Orleans
Or if you like landscape diversity I'd say the West is hard to beat, in Phoenix:
Closest Beach: 3.5hrs
Closest Alpine Environment: 2.25hrs
Closest Oak Forest/Canyon: 1.5hrs
Closest Pine Forest: 1hr
Closest Desert: All over
Closest Grasslands: .75hr
I'm afraid to ask but what's considered a mountain within 3 hours of Houston?
~6hrs for mountains.

Yes, the corals are off Galveston. From Houston to Galveston is an hour or less, depending on where you are in the city. Then, a boat-ride from Galveston off-shore to the reefs is doable in around 2hrs (conservative), assuming there is a fast boat or water taxi. So, a grand total of around 3hrs, assuming optimal transport (conservative): Flower Garden Banks National Marine Sanctuary
