I am not sure the criteria, best to me is subjective, for me best is where I am, but could say LA is best for entertainment, Houston best for enrgy, Boston for education, NY well...
Luckily my City (Philadelphia) will be best in baseball this year, third straight WS and winning two of the last three WS, Sorry Yankees Pedro shouldn't have pitched game 4 and Happ would have nuetralized godzilla and this would have been different ending, see you in October (well really November anymore)

Obviously it depends on the criteria. I prefer mid sized cities to large ones, so for my money Austin Texas is the best - it's safe by Canadian standards (20 murders per yr in a city of 800k), has great weather (60 F ave in January, 95 F in July), and has a dynamic economy with a moderate cost of living. It has decent outdoor activities with the Texas Hill Country for hiking and several lakes. I would place San Jose CA second only because of its super high cost of living, it is otherwise a great place to live.
