-Hampton Roads is comprised of 7 medium sized cities, that are mostly of similar sizes. Norfolk and Virginia Beach being the primary cities.
-Roughly 75% of the Jax metro area is in the city of Jacksonville.
-Both metropolitan areas are on the Atlantic coast, having beautiful beaches.
-Both metropolitan areas have theme parks either within the metro or within a 3 hr drive. Kings Dominion and Busch gardens in VA, Disney world in florida.
-Both metropolitan areas are not that diverse, but do have sizable Hispanic (mostly Puerto Rican and Mexican) and Asian (mostly Filipino) communities. Both being unique in that, Jax not having a high percentage of Hispanics compared to Florida cities while still having a Puerto Rican majority among Hispanics unique compared to most of the south outside Florida. Hampton roads having a Puerto Rican plurality among Hispanics unlike other cities in NC or northern VA which are more mexican/central american. Both having sum of the largest numbers of Filipinos as well. Despite all this native blacks and whites still make the vast majority and both metros are very southern culturally .
Both are heavily heavily reliant on the US navy. However Jacksonville has a more diverse economy.
The Hampton roads has a more milder climate. While Jacksonville is very hot and humid most of the year.
-much larger world-class metros close to Hampton roads include DC and Philly (via Delmarva). While Jacksonville got Atlanta and Miami.
- Hampton roads got James river and Chesapeake bay. While Jacksonville got St Johns river.
-Jacksonville and Norfolk got similar sized downtowns. Both metros offer built up neighborhoods and suburban sprawl. Both are car/family oriented. Both are among some of the most racially integrated metropolitan areas in the country.
-Jacksonville has 1 professional team ( Jacksonville Jaguars). Hampton roads has none, they usually root for DC teams.
Which metropolitan area would u prefer to live in?

Although I chose not to vote in that one because of my unfamiliarity with the HR region, I will vote in this one since you asked where I'd rather live. Which will honestly always be Jax, outside of the megacities of the world. Plus you went and mentioned the Jaguars, which this diehard fan could never pick against
As having lived in both areas recently (last 4 years) I can tell you Jacksonville by far. The only thing I liked about the HRVA area is having seasons.
