I think people are interpreting this as being some broad thing about top cities. That's why posts like this end up being sketchy regardless of initial intent. People don't read. And that's if the source has any merit to begin with.

I think this list is based on foreign investment? New York obviously, and San Fran is not surprising either. After that, its a bit of a head scratcher.

But I do agree, these lists are generally silly and do not have much merit to them, yet certain posters use it a boasting opportunity.

It's based on FDI investment projects for the year, trends and also includes operating costs, city friendliness, competitiveness, etc. This is why some cities rank higher than others and it could be seen as a head-scratcher.

Yeah it's not at all X city is better than Y, it's more of "here's the city that the most attractive for FDI as of right now" and then there's a bunch of factors from social to business capital mixed in there. Last year the top 5 N.A cities were NYC, SF, Houston, Toronto and Montreal. But the reason why MTL as an example jumped from fifth to third in this rank is that FDI increased 50% within a year and about 50 foreign companies opened up offices in the city/metro area.
