Easpointe, in particular the eastern portion of it next to St. Clair Shores and Gross Pointe Woods would be my pick. Eastland Center is still around, but I'm worried it may go the way of the Northland Mall, but it still has far better retail options than the other "easts". East Cleveland would be second as it borders University Circle and University Heights, and has transit into downtown. However, it has more crime than Eastpointe which is a turnoff. But the other two are nogos for me. East Chicago has too much heavy industry surrounding its residential area, along with an airport, and East St. Louis remains dilapidated and declining.
Eastpointe looks like the only decent city in this list. I don't know how many people who voted for East Chicago have ever actually been there - it's definitely not someplace I would consider living. Too much crime and dirty industry. East St. Louis is a dump, and East Cleveland seems pretty run-down as well.
Cleveland Heights, University Circle, Little Italy/Coventry Village and Shaker Heights by and large are very much NOT dumps.
I'm sure they are, but none of those are in the town of East Cleveland, Ohio, (separate from the City of Cleveland) that the OP is referring to. These are some of the images I found just doing a quick Google search of East Cleveland (and these images go on for days). Doesn't look like someplace I would want to live.
