Now here are 2 cities i absolutely not know anything about except for them being located in the Southern US (Central South Carolina, Central Arkansas) and Columbia being named after Christopher Columbus.

If you add location to the criteria, that would definitely be in Columbia's favor. One of the city's major advantages is that it's central to a lot of places for day trips: Charlotte, Greenville, Asheville, Atlanta, Savannah, Charleston, and Myrtle Beach. Bigger cities, mountains/foothills, and the coast--can't beat that combo.

Surrounding Areas: I took this to mean upscale suburbs or neighborhood areas, so I chose Little Rock.

I'm not so sure parks and recreation goes to Little Rock. Columbia lies at the confluence of two rivers that merge to create a third, has a nationally-designated 50-mile recreational paddling trail, has two large lakes in the vicinity, and is home to a national park that's also a designated international biosphere reserve. There's also the greenway and several other city and state parks in the area.
