The city limits of Memphis literally touch the state line and it has suburbs on the MS side. Even when you get out of the suburbs and go down into the Delta, they continue to see Memphis as their "big city" for quite a ways south.
I've never thought of Houston as being associated with Louisiana at all. It's a good 2 hour drive from Houston to the LA state line, and there's even a whole other metro area in between Houston and LA (Beaumont).
Memphis has been called the capital of Mississippi before. The culture and accents are deep south in nature. Memphis feels more like Mississippi than Tennessee.
Gonna have to go with Memphis and Mississippi. Memphis is even my favorite Tennessee city because it's a down-to-earth place that's still holding on to it's deep south roots and isn't seeing the massive population growth the rest of Tennessee has been seeing.

Houston and Southwest Louisiana specifically has some historical connections though. Believe it or not despite the distance Houston would be considered the big city for people from that part of Louisiana. Not to mention the influx of New Orleans natives to Houston after Katrina. Houston's Louisiana connections are definitely present but it seems to be more obvious within Houston's Black culture.
Memphis Mississippi connection on the other hand is much stronger. It's much much closer and it's left it's imprints on pretty much every demographic and cultural institution in Memphis. So while Houston/Louisiana has some connections it's nothing like Memphis/Mississippi.
Memphis is practically in Mississippi . Kansas City might be a better competition
