As an Angelino I think it's fine for people from all over to claim LA. LA is really a huge polycentric urban area. Just because Santa Monica isn't officially LA, it's still LA. Hell even the Angels changed their name to LA so I don't see why we can't just claim everybody around here. It's also why on subs like this we talk about what is the "real" population of LA. Is Riverside LA? My opinion - yes. They are just a far-flung suburb and everyone knows it.
It just like Miami Beach is actually city of it own not part of city of Miami but people claim South Beach part of Miami city proper which is across the water. Malibu I hear people claim it part of city of LA
Locally, people tend to be specific on area, but when traveling most folks will refer to their metro area primary city as that's just easier to recognize for others.

is that much or any different than a person living in the UTC section, (east side of the freeway) of La Jolla when 98% of people think of The Village of La Jolla when hearing that city name or someone from Far Rockaway, NY claiming to be from Long Island (true) but most people associate it with Queens/NYC, not Nassau County. Neither of these examples is inaccurate, but it's not what many/most people think when they hear La Jolla or Long Island.

I think for starters, almost everyone from the suburban sphere will use the Metro's hub city to describe where they live when talking to someone who they assume isn't very familiar with the area. It's just a more sensible way of answering that question when you don't want to have a conversation about the location in detail.
On the flip side almost everyone will list the specific locally used name for their area when in conversation with other folks in the Metro.
To someone you meet at a function in Spain, you may say D.C., but if talking to coworkers in the D.C. area you'll say "Alexandria" or "McLean" etc.
It becomes more of a grey area when talking to people from other Metros in the same state or region i.e. who may have *some* knowledge of local circumstances but not an intimate, every day familiarity. For example the same person may say to someone from Baltimore or Richmond that they live in NoVa as a middle ground solution assuming that this person has some basic familiarity with the layout of the D.C. area.
