Outside of the obvious answers, Miami and Seattle are vastly underrated for sports culture and fan atmosphere. Minneapolis to a lesser extent.

I think the issue with Miami is how fair weather the fans there can be. Whether the reputation is earned or not, there definitely seems to be more there than many other cities.

I'm fine with Seattle being excluded, but it's a proven NBA city that simply didn't want to subsidize the last owner, who clearly wanted to take the team away anyway.
