How do you define "diverse"? Gwinnett County, GA should probably be on that list -- it's like 25 percent white, 25 percent black, 25 percent hispanic and 25 percent asian.
It goes by Spanish Harlem for everyone pretty much. There are so many diverse hispanics living in the area, so that's why it goes by that name.
My understanding is that "Spanish Harlem" was populated largely by Puerto Ricans dating back to the 1950's. Prior to that a small chunk of the area was referred to as "Italian Harlem". Today there is broader array of Hispanics/Latinos....in Spanish Harlem. The name is a throwback to another era when anyone who spoke Spanish in the US might be referred to as Spanish.

Where did you get those numbers? The most recent figures (2008) I see say the breakdown is:
50% White (non-hispanic)
22% Black
14% Asian
18% Latino/Hispanic (of any race)
Gwinnett County has the largest Latino and Asian populations in the state of Georgia.
