This shouldn't even be an argument.
Technically that goes to NY county since NYC alone ended with 2,200+ and that's not including the rest of the state.

The murder rate was higher but the violent crime rate was higher in Atlanta. DC murder rate in the 90's was higher than NO and Compton but Atlanta violent crime was higher than DC.

I'm not even talking about that. What I'm saying is Blacks in Chicago accounted for more murders than LA County blacks. Even in 2016, Chicago blacks accounted for 626 murders with a population of 792,000 while LA County blacks averaged 536 murders from 1987-1998 with a population of 992,974. Therefore, blacks in Chicago are more murderous than LA County Blacks.

Only 1,944 of those homicides are criminal murders so it still goes to NY because NY officially went over 2,000 criminal murders. LA County never in history surpassed 2,000 murders. New York did it twice and NY state did it 14 times.

NYC has five counties. Bronx, Kings, New York, Queens, and Richmond. So technically, that goes to L.A. county.

Yep, New Orlens' average annual violent crime rate during the 90's wasn't even among the top 10 worst. On a semi related note, over the last 28 straight years in which Louisiana's murder rate has been highest among states, there wasn't a single year that it's violent crime rate was the highest among states.
