Baltimore would still be Baltimore without its proximity to DC. It must be remembered that Baltimore was a thriving city way before DC's rise to the top; thus, it had a chance to establish its own identity early on.
And Baltimore's urban core isn't in bad shape; as a matter of fact, it's a great model of urban redevelopment and investment. Now some of the surrounding neighborhoods are a different matter altogether.
That's a good point. Baltimore was indeed around loonnngg before DC was established and even longer before DC actually became a major city. Now I've argued before about the lack of southernness in the DC area before, but one thing DC has in common with sun belt cities like Tampa is its relatively late development as a major city.
Also I agree that Baltimore has a pretty neat downtown. I absolutely love the harbor. Being from a small city and living in the DC area I'm still pretty fascinated by skyscrapers so to see so many together like you do in downtown Baltimore was definitely a trip. I love love love Baltimore's skyline.
Baltimore is more like Philly, parts of NYC and DC, and even Boston, Wilmington, Conn towns, Providence, Richmond. It's an east coast city with all of the trappings.
I would say a Mid-Atlantic version of Providence. Tampa would be a good fit too.
Providence is what I was thinking too.
Both Baltimore and Providence are old seaport cities located on rivers not far from the bays which dominate their states. Both cities have relatively small skylines, are the largest cities in their states by far, and both are trying to make a comeback.
Finally both are overshadowed somewhat by larger cities nearby --- Philadelphia and Boston. Interestingly both Philadelphia and Boston are also somewhat similar.
Baltimore is its own complete entity. In no way could it be considered to be in D.C.'s "shadow".
D.C. is neither large enough nor important enough to have a shadow.
Baltimore also is not particularly well known. It's smallish and unremarkable.

Norfolk or richmond are smaller versions of baltimore
Norfolk is really nothing like Baltimore. Richmond to a greater degree. Baltimore is more like Philly than any other place. It also has a similarity to DC.
