Yeah they're fine for swimming in. Stuff like water moccasins are only a problem in the river areas for the most part. If you're diving off a pier or boat be aware of any tree stumps or other items in the water.
Sure. If you want to go to the beach, you go to the beach for the day. It's a spread out area so going there from somewhere like Elizabeth City or Plymouth or wherever, that's an hour and a half just to get to the beach. People on the Outer Banks are mostly from Virginia so basically once you go past the Alligator River bridge or the 158 bypass to Elizabeth City you drop off the edge of the world into a mist realm where there be dragons. Somewhere beyond that is Raleigh and those towns where some kids go off to college. It would be a surprise if most of them could point out Albemarle Sound on a map.
Most of the soundside land that isn't privately owned lots with houses is swamps, farms, woodlands, and federally protected wildlife refuges and wetlands. There's not really any beaches.
