I have a neo traditional style tattoo that was not finished before moving here a while ago and wanted to go to someone that really knows what they're doing. Price does not matter just looking for the best person who specializes in neo traditional style near Wilmington.

I suggest that there are other forums better than City-Data for answering your question. I would start with Google maps, and query on "tattoo". It will bring up dozens of shops. Check their reviews and comments, then look at the web sites or Facebook pages of those that sound good.

As goldenage pointed out, I don't think you'll find too many tattoo experts on this board. My suggestion would be to go downtown to a coffee shop or brewery and ask the multitude of tattooed people there where they go. It isn't in Wilmington, but Bombs Away in Jacksonville does some awesome stuff. They did my piercings back in the day and a lot of my friends had tattoos done there.
