Also, I believe the USCG limits number of anglers to 6, so I don't think you're going to find a charter for 8 unless you go out on one of those party/head boats that take tons of people. Not really a true deep-sea fishing experience.
Altho this isn't on your list, be sure to go down to Nags Head and climb around on Jockey's Ridge, an enormous area of sanddunes that are real high, nice view up there 360 degrees, people go kiting and hang gliding, and there's a little shop across the street that has lots of those sports' stuff and T-shirts, etc. On your list, I THINK there are several places on the Sound, all along the strand, where you can wind sail, which is not exactly whitewater rafting, but as another poster said you can also kayak and do other "floating" activities on the Sound side if there's not enough breeze to sail. Lastly, you CAN fish off the end of dozens of piers near where you're staying, they extend into the water pretty far, others here can tell you what fish you catch out there.
For as "small" the Outer Banks are, you could do something different that is AWESOME each day for a week, without going to the beach and still not have enough time.
There is just THAT much to do.
