Michigan, VA, and W&M are great schools that have better reputations than most privates. They get a lot of their students from NY/NJ.
Vermont is a party school that has great weed, hot hippie chicks, and skiing!
As for the UCs, it's misleading. The only UCs that attract any kind of OOS presence (at least from what I remember) are UCLA & Berkeley. It's just that UC as a conglomerate sets tuition fairly uniform across the board. But only those two get the bulk.
UC Irvine is a fine school and all, but it's pretty rare for people to attend there from OOS.

This is being discussed in another thread too but the UC system as a whole has a very small % of OOS students, 4% or so?? There is a link on the thread about the mom trying to get in-state costs for her OOS daughter.
