This is rather random. Being from the same college doesn't mean anything. Many colleges are highly ranked in some fields while being lowly ranked in others. If you were to compare programs with the same ranking, then I would have to go with the PhD just because of the dissertation, advanced statistics courses, and pressure to publish and present at conferences. You could put almost any PhD program up there, and I would pick that as being the most impressive. I was once a computer science major and a business major and am now working on a PhD in criminal justice, so I can somewhat compare them from personal experience.
