Insurance companies make more than enough profit to absorb any fraud they encounter without raising premiums. They raise premiums because they know you and I will keep paying...

People may unintentionally steal, or engage in dubious activities (thinking of ingorant consumerism in light of labor practices in other nations), but that's different than doing so while knowing what you're doing. Some people find stealing abhorrent. And some will sacrifice for the sake of another. You might be in greater company, but I wouldn't say honest folk are a minority either.
