Does anyone know of any way to run 16 bit Windows apps in a 64-bit Windows installation? (Specifically, I'm using 64-bit Windows 7 Home Edition but tips can be generalized to all 64-bit versions.) Ironically, I can run them by rebooting to 64-bit Ubuntu Linux and running a Windows emulator but not from within Windows itself!

You need to create a virtual machine within Windows 7 to load an older operating system that can run the program.

Windows 7 Pro or Ultimate lets you download XP Mode for free. Otherwise, there's free virtual machine software such as VirtualBox and Virtual PC but they'd require the user bring their own software license for the virtual OS.

Doesn't work for 16 bit apps on a 64 bit OS.

It works for some programs but not all and its easier than dealing with a virtual machine.

Compatibility mode is for 32-bit apps that don't run on WoW by default.

To run 16-bit, you need to use virtual xp, or something like vmware.

This thread makes me giggle a bit. Compatibility mode is great......for much more modern apps than 16 bit. What are you trying to run, here? Virtual environment will be by far the easiest way to do what you want.
