On Windows XP, 2000 or NT, if a person is not able to load any programs on the computer, what must be done in order for that person to load programs?

If you are referring to installing a program and you are on a network (especially a network at your place of employment), you need to have administrator rights.

If you are referring to running the program, it can be due to many problems such as lack of memory, not having the proper hardware (ie memory card, sound card), hard drive space, nonfunctioning peripherals/memory/etc.

What is the configuration of your machine and what are you trying to run?

If all programs do not run, there may be something wrong with the PC or the operating system.

How old is the PC?
What is the configuration? RAM, HD space, Processor speed?
What version of Windows?

Have you tried "right click", "Open program"?

Easier solution would be to uninstall a specific program, restarting the system and reinstalling it.

Next solution would be to back up ALL DATA (to include email, photos, documents, bookmarks, tax information, whatever) and doing an Operating system reinstall/repair. If you don't feel comfortable with any of those steps, you should take it to a repair shop.
