Bluetooth Keyboard problem (screen, Windows, work, connected)

I have a bluetooth keyboard connected to my Windows 10 machine. Sometimes it works fine, but other times there is a significant delay between when I push a key and when the letter actually pops up on the screen. Other times it will repeat the same letter many times even though I have only pushed the key once. For example, if I type "Hello", it will show up as "Helloooooooooooo" on the screen.

Is this a bad keyboard or a bluetooth issue? Any settings I can check?
