You can find all sorts of conflicting information out there. One article argues (with data) that the shorter and wider contact patch of a wide tire results in less rolling resistance. On the other hand, data at another site confirms the conventional wisdom that a narrow tire at high pressure is best.
On the streets of NYC it probably makes no difference.
You probably won't notice any real difference in speed with such a small change. Depending on what tires you currently have, you'd probably notice more difference just switching to some high quality, lightweight tires with a nice, supple sidewall, but in the same 28mm size.
I never heard anyone call going up a bridge ramp "climbing".
OP, you may feel a difference in speed. It'll be the placebo effect though and will wear off after a couple weeks and you'll be left with a less cushy ride. If you're having issues with speed or whatever climbing is to you, work on your engine.
So switching from 28 to 25-6 will not make any difference. Got it...
