I frequent a taco shop in a strip mall in the area. Next door is a "cafe" that is never open and has a sign that says "Private Party. Enter Through Rear" posted on the front door. I questioned the employee at the taco place and he said it's gambling and they bring in escorts/hookers to work the games.

He said he knew of quite a few of these operations in Dallas, Plano and Richardson.

Does the "private party" sign make it legal? Kind of like hosting a poker game in one's home?

No of course not. The guy is probably either just wrong or the police haven't shut it down yet for reasons.

And why should they shut it down? Butt outta peoples' business! Leave 'em alone!

Knowing DPD, they'll probably shoot the taco joint workers thinking that it was the gambling front.

This "business" has the Private Party- Use Rear Entrance taped to front door 24/7. It's worth noting that the rear entrance is in an alley behind strip mall.

Also, this place is dead until about 10-11pm at night, which is when activity becomes noticeable.
Taco shop closes at 3am and this "private party" is still going strong, so I tend to believe the employee.

Even if it is some kind of illegal activity, it takes time to shut down because the police want to create more substantial cases (usually money laundering, drugs, or human trafficking) than just some minor gambling or prostitution.


BTW, there are tons of businesses that are run late into the night, so the hours mean very little.

I didn't know if it was legal in that they have a handwritten sign stating "private party". I figure using escorts as dealers isn't illegal either as long as they're not actually providing sex for money. Still, not a business I'm happy to see existing in Richardson. Didn't know if I'd be wasting my time reporting to police.

From what I gather, people are aware of this and don't really seem to mind as long as it's not out in the open.

Why?

Please be specific as to the exact manner in which this business that operates at a time that ~really~ most are asleep, apparently hasn’t generated any complaint calls, has harmed you enough to protest its existence and call the police based upon heresay?

How exactly has this harm occurred?
How much has it impacted you or someone you have intimate and direct knowledge of?
How certain are you?
