Colorado has appliances rebate program for the HP GAS CONDENSE WATER HEATER. Where can I find this kind of water heater? In lowes or homedepot? How expensive is it? Any good brand to recommend?

Are you talking about HEAT PUMP (HP) water heaters, as in this story?

These are a bit expensive, over a thousand dollars, not sure you'll find these at a big box store except on special order.

Obviously, you have web access and you are aware of the program. All that information is available at the State's energy website and the worldwide web. Do what I did--use the tools available and look it up. It is very easy. Sometimes you got to do it yourself.
