You see puppies everyday, probably have puppies of your own, yet when you see one on the block you go into a 2 minute trance saying "awww" and "look at that puppieeeee."
Besides, puppies and kids are chick magnets. Take advantage of that fact!
We don't want guys to think that dogs lose their chick attraction when they're full grown. It's just a fact---women love guys who have dogs or cats. It shows they're human and responsible. It's a great icebreaker for conversations. My neighbor took advantage of that fact. It was the main reason he got a dog when he bought his first house. His dog has been working her chick magic for the past five years.

It relaxes me by bringing out my southern belle. It puts the dog at ease. It helps bring about control to a sudden surprise by an animal (if that happens).

Hey! I do that too. only 'well, hello little doggy. You're a cute little puppy'. Could be the biggest ugliest dog on the planet. That's my line and I'm keeping it.
I don't talk baby talk in a silly voice or do the 2 minute awww thing. But I will definitely say hello, and stop to chat if the dog and owner want to also.

but I do feel some odd need to at least acknowledge I saw the cute puppy lol

What if the woman isn't an animal lover? I've heard a lot of animal bashing comments on this forum from women who think having children is the only important thing. Also, a lot of women aren't heterosexual. I don't think a person should assume women behave/look a certain way just because of their gender. Although individuals also make assumptions about men, it seems to be more common to stereotype women i.e. they are more emotional, they are less rational, they are bad drivers, they are obsessed with their appearance, weight, etc. . .
