It sounds as if the building has tenants who obviously do not abide by the laws. I do agree that when a male dog has to go he has to go, however, the owner can certainly try to get the dog to an area away from the building before he does have to go. I don't find urinating on buildings so bad, it's those who don't clean up the poo after them.
I don't like additional laws and we all know NYC already has enough of them. My husband is a native New Yorker. But I do know the frustration of being a responsible pet owner and living in an apartment building and always having to watch where you stepped while walking your dog. We don't have to worry about that anymore since we lived there for a year and bought our own home.
