Let's say you were tasked with getting rid of budget deficits for the U.S. government. They want an annual surplus from now on.

You have been given semi-dictator powers for this task, so you may use any means necessary to accomplish your goal. (ex. You can shutdown entire departments, get rid of NATO, terminate pension funds, etc.)

It doesn't have to be anything that extreme, but you can do whatever you want.

What do you do?

Kill everyone receiving Disability, Social Security, SNAP, and all federal employees.

Probably not drastic enough.

Total federal deficit, about $2.7 trillion.

Total federal payroll (2017), $115 billion
Total SNAP (2020), $79 billion

I guess we could save another $600 billion by eliminating all military spending for stuff. After all, we got rid of the army when you killed all federal employees, so there is no reason to spend the other $600 billion on tanks and stuff.

That saves us a total of $1.8 trillion, so we only have another $900 billion to go. But you got rid of the IRS when you killed all the federal employees, so I suspect we will not collect the entire $3.7 trillion we got in 2020, so really we are now down about $4.6 trillion.

Huh. Wrong direction. Got any other ideas?

Cut all federal government programs that did not and/or do not perform to initial expectations. Automatically sunset ALL spending programs every fiscal year. No more funding unless strict performance metrics are met, and no $$$ without performance metrics.

Cut ALL departments besides Defense, State, Treasury and Justice. Downsize the remaining bureaucracies.

There, the Federal budget now lost a digit.
