Howard Weil (author of the report) stated that most of the cities "didn't experience huge housing bubbles followed by a crash" and that many were "government centers". The article used Austin as the case study but El Paso definitly fits the mold, i.e. UTEP, Fort Bliss, and recent highway work.

Not that E.P. ever had/has a robust economy to begin with. You can't fall that far down when you haven't been that far up.

Certainly wright.But this city will have a strong economy one day ! This city has one of the most promising potential for solar power, and in 1 or 2 decades this city could become a hub for tourism from Mexico.
