Will it both help El Paso with those who can afford to come over to El Paso and start businesses do so but also hurt if the city loses its business base to El Paso and anywhere else in Mexico?

I don't understand the airport/airplane photos. Just random photos of Mexicans on the move?

It's just going to hurt Juarez all the more, the people with money, power and influence are abandoning it. Ditching their servants and employees except those who also make their way over here. When Juarez needs the investments and money and jobs the most, it's terrible that those with the money will just take it and run.

El Paso businesses will hurt if this new competition takes their customers away. The politicians and housing developers will make out very well with the big money comiing in. The taxpayers also lose.
