You saying snubbing the handshake is not a low class move?
With what that rude pig Trump did, I'm surprised she even stuck around. And who would want to touch that hand after he's told everyone where it's been?
Seriously? In the first debate, clinton reached out first to shake trump's hand. Perhaps, this time she waited for him to do it, but he didn't. That's right, he didn't. If you want to think it is low class, then it is low class for both. If it is indicative of hostility, it is hostility for both.
Trump did learn good manners from years ago. Back when manners were taught and an important part of a civil society.
A woman is usually expected to offer her hand first only in social situations, but it is not necessary to wait for a woman to offer her hand in business. Between equals, there is often a slight pause, and one offers, even if the other might have been expected to offer. And, that was taught years back, too. Clinton offered her hand first in the first debate, perhaps trump assumed that she would this time, but he certainly didn't step up and be a man and offer his hand, either.
ETA: Unless, you disagree that a debate between equals is a business situation?

Reason: clarify
The scary part of the video was that he stated what the first question was going to be after she snubbed him with the handshake. Trump passed on the handshake and didn't even attempt it, but Anderson Cooper did his part with the first question. This proves that Anderson Cooper was in with Hillary from the beginning. Trump was right when he stated it was 1 against 3.
More importantly- had the campaign really planned that with Anderson Cooper?

This is the real problem.
Anderson Cooper was in on the planned snub, and was working with Hillary to set Trump up right from the start.
