Yes, they do need to be. If Clinton didn't send any information, and the information never went through her server, then these e-mails have zero relation to the activity for which she was investigated.
Obviously, the FBI thinks it's substantial and incriminating enough to reopen the investigation. There must be some pretty telling things in those emails for them to do that.
