It seems like it is. The newly created EEU currently has Belarus, Kazakhstan, Kyrgyzstan, and Russia as its members with Armenia acceding in a few months and Tajikistan, Abkhazia, South Ossetia, Transnistria, Nagorno-Karabakh, Donetsk, and Luhansk as potential members.
I think the EEU will help the members become developed nations so they are of relatively equal economic development, and make the members more economically reliable on each other. Ultimately, the transition into a sovereign nation will be smoother and chronically sustainable so it will not end up like the Soviet Union in its final days.
Not quite right. Not a political union, and economic.
