Nothing to be scared about. They are full of like-minded people. Plus, you can always lock your valuables.
As to which cities you should visit: Get a guidebook or similar (lonely planet, wikivoyage, ...) and start researching those places you are interested in. There are no "best European cities". It all depends on you personal taste and interests.
spain is generally very fun and people are very open to talk to anyone, far more than amsterdam which was mentioned already
I don't know about far more; perhaps it's because of English, but I interacted with a considerable amount of strangers while in Amsterdam, and even made a few friends to go out with. Maybe it's because I don't speak Spanish, but I didn't have that experience in Barcelona (except with other Americans).
