Cuzco could at most pass for a Central Spanish town but i would call the architecture colonial and only influenced by Central Spanish architecture.

Havana, being larger city, doesn't have a similar city in Europe because it's a unique mix of styles, there's something from every bit of Spain and even Italy mied in with Modernist and Haussmanian architecture. It's a unique city
