I'm just pondering what the response would be if such a cover was published by a magazine in the UK. It would be deafening. Every political party would be screaming "racist!" (including, probably, UKIP). The Muslim Council of Great Britain would be bursting a collective blood vessel, and Shami Chakrabati would be on TV on a continual loop.
Such is the Thought Police State into which we have evolved. The multiculturalist uber-liberalista has triumphed.
I just feel I need to add to the context: wSieci is one of the least reputable magazines in Poland, it's a right wing tabloid. Shocking people with covers like this is a part of their marketing strategy and they risk nothing, since they already have no reputation they could lose.

The context also being that Poland has elected probably the most rightwing, piously religious government in Europe.
Well the event did happen, so its not like the magazine is making up the story.
These, because if it is true, news and articles are good to be done, with pictures or not.

I actually appreciate for example articles of domestic violence done by locals with very truthful pictures because they are a wake up-call to many. They do articles of many things that includes mental and physical violence toward women.
The fact that this is a type of crime (gang groping, gang rapes in public happenings etc.) that only certain type of people (part of these folks) are doing, that is just one fact among others. They are doing articles of rapes done by locals as the type of committing rape is typically done there, domestic abusing as it is done by all who that is doing.
It would be quite odd to set people into a picture who are not doing this type of crime at all. It is not typical in europe, understand?
Facts are not racist but it is racist to ignore the facts or say "all men are doing this" or "all muslims are like this" etc.
Better is to speak openly what is happening and not try to hide things.
Taking responsibility and admitting some newcomers are bringing new type of crimes is only way to prevent them in the future.
